Dangote Refinery and Nigerian Labour Unions in Bitter Fight Over Workers’ Rights

A heated dispute has broken out between Dangote Petroleum Refinery and Nigeria’s labour unions over workers’ rights and union dues. The refinery has accused the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) and the Trade Union Congress (TUC) of caring more about collecting dues than protecting workers. The refinery accused union leaders of living “lavish and opulent lifestyles” without transparency, challenging PENGASSAN, TUC, and NUPENG to publish 10 years of audited accounts. The company urged the federal government not to let unions drag Nigeria back to “dark ages” of energy insecurity, calling the refinery a national asset that must be protected. The TUC fired back, insisting no investor is above Nigerian law. Bosun Olabiyi, TUC chairman in Oyo State and former PENGASSAN financial secretary, didn’t mince words: “No investor is bigger than Nigerian law. The Constitution is clear, and Nigeria is a signatory to global conventions that protect workers. Dangote cannot ask for an exception because of his investment. If Total, ExxonMobil, Chevron, Agip, Shell, Halliburton, NNPC and NLNG have operated for decades in Nigeria with unions, there is no reason why Dangote should be different.” Olabiyi said workers unionized because of longstanding concerns about welfare and working conditions. He stressed that the right to collective bargaining is constitutionally protected and can’t be waived by any employment contract.

Mrs. Adebimpe Akintola, Council Manager of Coker Aguda Local Council Development Area (LCDA) and head of the Forum of Council Managers in Lagos, died on Monday, September 29, 2025, after a brief illness. As Council Manager, Akintola was the administrative head and chief accounting officer of the LCDA, responsible for governance and grassroots development. The Forum of Council Managers announced her death on Tuesday: “With total submission to the will of Allah, we announce the passing away of our dear Chairman, Mrs. Adebimpe Akintola, this afternoon, Monday, September 29, 2025. She was the Council Manager of Coker/Aguda LCDA until her death.” Akintola will be buried today, Tuesday, September 30, following Islamic rites. Janazah prayers are scheduled for 1:00 p.m. at Al Kitab Mosque, Abosede Onamade Street, Eleshin, with burial at 2:00 p.m. at Equitable CDA Muslim Cemetery, Igbe Lara. Professor Taiwo Oyedele, who chairs the Federal Government’s Tax Reforms Committee, says Nigerian tax law requires anyone earning income from services to pay tax, whether their work is legal or not. Oyedele explained that the country’s tax system focuses on income earned, not whether the activity generating it is lawful. He drew a clear line between taxable income and personal gifts. Money sent as upkeep or allowances doesn’t qualify as taxable income because it’s not payment for goods or services. “If the amount you’re sending to someone is simply for upkeep or general spending, and not because they’ve done something for you, that is considered a gift or a non-exchange transaction. It is not taxable,” he said. But income from any service is a different matter. Oyedele used an extreme example to make his point: sex work. “If a person is rendering a service, they must pay tax. An extreme example is sex work; it is a service, and tax law does not differentiate whether it is legitimate or not. It only considers whether you earned income from providing a good or service,” he stated. He added that people receiving gifts or upkeep money don’t owe tax on those funds. The tax obligation falls on the giver, who should have already paid tax on their income before sharing it.
