Former Kano State governor, Dr Abdullahi Umar Ganduje, has suspended plans to establish an independent moral police outfit known as Hisbah Fisabilillahi in the state.
The decision was confirmed in a statement issued by APC chieftain, Dr Baffa Babba Dan Agundi, following growing concerns and public backlash over the proposed initiative.
The plan had sparked widespread debate after the Ganduje Foundation reportedly began distributing recruitment forms, prompting the Kano State Government to step in. Governor Abba Kabir Yusuf subsequently issued an executive order on December 8, 2025, banning the formation of any independent Hisbah group in the state.
According to the statement, the decision to suspend the project was reached after a stakeholders’ meeting on Tuesday, which brought together representatives from all 44 local government areas of Kano State.
“The meeting resolved to suspend the establishment of the independent Hisbah Fisabilillahi to allow the Kano State Government address the issues amicably,” the statement said.
It added that the move was informed by the strong public reaction to the proposal and the intervention of key stakeholders, including the state government, the Department of State Services (DSS), and Dr Ganduje himself, all in the interest of maintaining peace and stability in Kano.
The development appears to put an end, at least for now, to the controversial plan that had raised concerns about overlapping authority and public order in the state.
